WEST VALLEY CITY, Utah — Authorities have identified the victims killed in the tragic mass shooting at the annual WestFest carnival held at Centennial Park on Sunday night. The deceased include 18-year-old Hassan Lugundi, 41-year-old Fnu Reena, and an 8-month-old infant.

The shooting, which occurred around 9:20 p.m. near 5600 West and 3100 South, erupted when officers on patrol observed two groups of individuals engaged in a verbal altercation near the festival grounds.

According to West Valley City Police spokesperson Roxeanne Vainuku, as officers attempted to intervene and defuse the confrontation, a 16-year-old male from one of the groups brandished a firearm and opened fire on the opposing group.

A police officer discharged a weapon at the suspect in response but did not strike him.

In total, five people were shot. Hassan Lugundi, believed to be a member of the group targeted by the shooter, was pronounced dead at the scene.

The other two victims killed — 41-year-old Fnu Rena and the 8-month-old baby — were uninvolved bystanders.

Both were transported to a local hospital following the shooting but later died as a result of their injuries. Authorities confirmed the woman and infant were not related and had no connection to either group involved in the altercation.

Two other teenagers were wounded in the gunfire: a 17-year-old girl and a 15-year-old boy. Both sustained non-life-threatening gunshot wounds to their arms and are receiving medical treatment. Investigators are currently determining whether either was affiliated with the involved groups.

Additionally, a pregnant woman suffered injuries while attempting to climb a fence to escape the gunfire. Her current condition has not been released.

The 16-year-old suspect was apprehended at the scene without further incident. He remains in custody and is being interviewed by detectives.

As of now, investigators have not confirmed a motive or determined whether the shooting was gang-related.

“This is a heartbreaking and senseless act of violence that has deeply impacted our community,” said Vainuku. “We are committed to a thorough investigation and to bringing justice to the victims and their families.”

West Valley City Police are urging anyone with information, photos, or video footage of the incident to contact investigators.

The WestFest event, a family-oriented celebration popular in the community, was immediately shut down following the shooting.

City officials are now working to provide grief counseling and support services to those affected by the tragedy.

BATAVIA, Ill. — A devastating domestic homicide has left a family and community in mourning just days before Christmas.

Noemi Hernandez, a devoted mother of four, was fatally attacked in the early morning hours of Tuesday, Dec. 23, in what prosecutors allege was a violent act committed by her husband.

The incident occurred at an apartment building in the 100 block of Church Street in Batavia.

According to court records and police reports, at approximately 4:37 a.m., Batavia police were dispatched after a man contacted emergency dispatchers and stated that he had killed his wife.

Responding officers located the man outside the apartment building and took him into custody without incident.

When officers entered the apartment, they found Hernandez suffering from severe, life-threatening injuries.

First responders immediately attempted life-saving measures; however, she was pronounced dead at the scene.

Authorities identified the suspect as Hector B. Luvianos, 37, who was transported to the Batavia Police Department for questioning.

With assistance from the Kane County Major Crimes Task Force, investigators determined the incident was domestic-related and involved only the two individuals. Police emphasized that there is no ongoing threat to the public.

On Dec. 24, 2025, Kane County State’s Attorney Jamie L. Mosser and Batavia Police Chief Eric Blowers announced that Luvianos has been formally charged with first-degree murder, a Class M felony under Illinois law.

He appeared in court the same day for a pretrial detention hearing, after which a judge ordered him held in the Kane County Jail while the case proceeds.

The Kane County Coroner’s Office responded to the scene, and an autopsy is scheduled to determine the official cause and manner of Hernandez’s death.

In the wake of the tragedy, Hernandez’s family has launched a GoFundMe campaign to help cover funeral and related expenses.

In the fundraiser, the family described Noemi as “the heart of her family,” noting that she worked tirelessly, loved deeply, and always placed her children first. Her sudden death, they wrote, has left the family emotionally devastated and financially unprepared.

As an immigrant family with limited resources and no life insurance, they now face the burden of funeral and cremation costs, legal fees, and other unexpected expenses, all while supporting four children grieving the loss of their mother.

The family is asking for community support to allow them to lay Noemi to rest with dignity and focus on healing rather than financial hardship.

The investigation remains ongoing.
