The other suspect, Trevon Evanoff, was previously arrested on Sunday in Sparks, Nevada.
In addition to the two fatalities, three other individuals were injured during the shooting.
19-year-old Andrew Greer-Herrera, of Lookout, Calif., is still outstanding.
