19-year-old Ammar Abdulmajid-Mohamed Said Charged in ISIS-Inspired Plot to Attack U.S. Military Base in Warren
A 19-year-old man from Melvindale, Michigan, is facing federal charges after allegedly plotting a terrorist attack on behalf of ISIS against a U.S. military installation in Warren.
According to the U.S. Attorney’s Office, Ammar Abdulmajid-Mohamed Said, a former member of the Michigan Army National Guard, has been charged with attempting to provide material support to a foreign terrorist organization and distributing information related to the manufacture or use of a destructive device.
Federal prosecutors allege that Said developed and attempted to execute a detailed plan to carry out a mass shooting at the U.S. Army’s Tank-Automotive & Armaments Command (TACOM) facility, located at the Detroit Arsenal in Warren, Michigan.
The criminal complaint outlines that Said provided significant material assistance in the lead-up to the planned attack.
His alleged actions included supplying ammunition and firearms magazines, training undercover law enforcement agents in the use of weapons and the construction of Molotov cocktails, and conducting aerial reconnaissance of the TACOM facility using a drone.
He also reportedly provided a detailed layout of the building to support the planning of the assault.
During one recorded conversation with undercover officers, Said allegedly showed a training video and expressed extremist views, stating, “For us, whether they’re armed or not, it’s shoot-to-kill.”
Federal agents arrested Said on May 13—the day the attack was reportedly scheduled to take place—after he traveled near the TACOM facility and launched a drone in preparation for the assault.
In a statement, U.S. Attorney Dawn Ison emphasized the seriousness of the charges and the threat posed by terrorist plots targeting military personnel and facilities:
“ISIS is a brutal terrorist organization which seeks to kill Americans. Helping ISIS or any other terrorist organization prepare or carry out acts of violence is not only a reprehensible crime—it is a threat to our entire nation and way of life. Our office will not tolerate such crimes or threats, and we will use the full weight of the law against anyone who engages in terrorism.”
If convicted, Said faces a maximum sentence of 20 years in federal prison for each charge.
The case is being investigated by the FBI’s Joint Terrorism Task Force with assistance from federal, state, and local law enforcement partners.

Suspect killed in officer-involved shooting at Cedar Creek Marina in Mt. Juliet
MT. JULIET, Tenn. — Authorities have identified two victims killed during an active shooter incident at Cedar Creek Marina in Mt. Juliet late Friday night.
The suspect, identified as Gary Haley, a convicted felon with an extensive criminal history, is deceased following an officer-involved shooting, officials confirmed.
Mount Juliet Police officers were dispatched at approximately 9:30 p.m. Friday to the Cedar Creek Marina, located in the 9000 block of Saundersville Road, after receiving reports of a man threatening another individual on the docks.
Due to the active shooter report, a shelter-in-place order was issued for the surrounding area as a precaution.
Upon arrival, officers located an adult male suffering from a gunshot wound.
The victim was later identified as Robby Brogdon, who was transported to a local hospital for emergency medical treatment.
Despite life-saving efforts, Brogdon later succumbed to his injuries.
Investigators determined that the suspected shooter had retreated to a boat within the marina and had barricaded himself inside.
The standoff continued for several hours as officers secured the scene and attempted to resolve the situation safely.
At approximately 1:00 a.m. Saturday, the Tennessee Bureau of Investigation (TBI) reported that the suspect engaged responding officers and fired shots at them under circumstances that remain under investigation. Officers returned fire.
The suspect, Gary Haley, was later found deceased aboard the vessel.
During the course of the response, officers also discovered a second adult male victim, Nathan Jones, who had been shot by the suspect.
Jones was pronounced dead at the scene.
No law enforcement officers were injured during the incident.
The Tennessee Bureau of Investigation has assumed responsibility for the investigation, which includes a homicide, an attempted homicide, and an officer-involved shooting.
TBI agents are actively conducting interviews, collecting evidence, and working to establish a comprehensive timeline of events.
Upon completion of the investigation, findings will be submitted to 15th Judicial District Attorney General Jason Lawson for review.
Authorities stated that additional information will be released as it becomes available.
