Authorities confirmed that four people are dead—including the gunman—after a sniper opened fire on an unmarked van transporting Immigration and Customs Enforcement (ICE) detainees outside a federal facility in Dallas early Wednesday morning.

The incident occurred at approximately 6:40 a.m. on September 24, 2025, when Dallas police responded to reports of gunfire near the 8100 block of North Stemmons Freeway.

According to investigators, the assailant positioned himself on the rooftop of a building adjacent to the ICE facility and fired multiple rounds at the van as it entered the premises.

Three detainees were struck by gunfire.

One victim was pronounced dead at the scene, while two others were transported to a local hospital.

By midday, officials with the Department of Homeland Security (DHS) confirmed that a second detainee had succumbed to injuries, raising the victim count to three. The third detainee remains in critical condition.

The shooter, identified only as a white male armed with a rifle, fatally shot himself as law enforcement officers closed in.

“The suspect is deceased,” Dallas Police said in a statement. “This is an ongoing investigation, and we will provide further details during a scheduled media briefing later today.”

Law enforcement sources indicated that investigators believe they know the suspect’s identity but are awaiting final confirmation before releasing it to the public.

Both the FBI and DHS are assisting the Dallas Police Department with the investigation.

Dallas Mayor Eric Johnson is expected to join police officials in a press conference later today to address the attack. Congressman Marc Veasey (D–TX) issued a statement expressing condolences, calling the shooting “a senseless act of violence against vulnerable individuals.” He added, “Our office continues to keep the victims in our prayers.”

The attack has left the community shaken and raised fresh concerns about security at federal facilities and during detainee transport operations.

Former law enforcement leaders in Dallas have already described the incident as a “serious security breach” requiring immediate review of existing protocols.

Authorities have not yet disclosed a motive, and the investigation remains ongoing.
